GURUGRAM: Constructing additional floors in buildings, beyond their permissible height, may soon land property owners in trouble. The Haryana Shahari Vikas Pradhikaran (HSVP) has issued an order to the police, asking them to register FIRs against such illegal and unauthorised constructions in the city based on the complaint of residents.

As per the Haryana Building Code, 2017, buildings constructed on HSVP plots are allowed to construct stilt+4 storeys and G+2 storeys in the absence of stilts.

A senior HSVP official said, “It has come to our notice that some owners are making unauthorised constructions on their terraces. In such cases, the residents can complain to the police. The police officials are requested to stop such unauthorised construction and to lodge complaints after verification from the HSVP.”

Estate officer 2 of HSVP (Gurugram) Vivek Kalia said the state government has eased the norm to allow an additional floor to stop unauthorised and illegal construction. “Even then, we have been receiving complaints about illegal constructions.”

Meanwhile, a police officer said, “Checking illegal construction on HSVP plots is the job of the urban development authority and the police have a very limited role. The authority is in a better position to detect the violations.”

In 2017, the state government amended the Haryana Building Code to allow construction up to four storeys. At the time of making changes in the building code, it was estimated that around 20% of the plots in HSVP sectors and private developer areas were vacant for the past several decades. The move was aimed at increasing the availability of residential houses in the city.

The department has also issued directions that plot owners will have to seek approval for car-parking on the ground floor as per the size of the plot. Officials said that a number of violations were committed under the stilts.
