Gurgaon: The department of town and country planning has issued show-cause notices to 10 builders for breaching the terms and conditions in the licences granted to them for constructing 12 affordable housing projects in the city.
In the notices, district town planner (enforcement) RS Batth said the pace of construction of the projects had been found to be very slow. Moreover, the builders had not obtained the occupation certificates and completion certificates within the validity period of their licence, he added.
The projects under the radar are Pyramid Infratech in Sector 86; Aster Infra Homes in Sector 90; Deligris Buildtech in Sector 112; Aar Housing in Sector 31, Sohna; Tulsani Developers in Sector 35, Sohna; Arete India Projects in Sector 6, Sohna; Sunrays Heights in Sector 63A; Shyam Kripa Infrastructure in Sector 109; Revital Reality in Sectors 79 and 79B and Pivotal Infrastructure in Sector 99 (two projects). The developers have been directed to appear before the DTP’s office within seven days to submit a response. “They have been asked to bring documents to provide details about the status of construction and timelines,” Batth said.

He added that the builders have violated the licence agreement with DTCP. “As per Section 10(1) of the Haryana Development and Regulation of Urban Areas Act, 1975, any person who contravenes any of the conditions of a licence granted under Section 3 is punishable with imprisonment of up to three years and also liable to a fine,” he said.

Affordable housing projects were launched in Haryana under a policy introduced by the state government in 2013. As per the policy, such projects should be completed within four years from the date building permissions are granted. But most of the projects have been running behind schedule. The DTP said the department had received several complaints from homebuyers through social media and other platforms and took the grievances into account while issuing the notices.

 

A homebuyer told TOI that even after nearly four years since the project first began, hardly 50% work had been completed. “We have already paid around 90% of the amount to the builder, but continue to pay our rent as well as instalments against the home loan,” he said.
