GURUGR AM: The department of town and country planning (DTCP) has directed the developers of all group housing colonies in Gurgaon to submit all documents related to maintenance to the respective RWAs or upkeep agencies within 30 days.

“It has come to the notice of this office that in order to have maintenance of the colonies, RWAs are facing many issues due to non-availability of documentation of the service plans. In order to have smooth functioning/ maintenance of the colonies, you are directed to provide a copy of relevant documents of services in the colonies to the maintaining agency,” the DTCP said in its order.

District town planner (enforcement) RS Batth said these documents are related to water supply, sewage, electricity, rainwater harvesting, stormwater drainage, fire services and lifts. “These documents should be handed over to the repective RWAs or maintenance agencies by the developers within 30 days,” he said.

These documents, he said, would enable the RWAs or the upkeep agencies to decide on any course of action in case of an emergency.

“In absence of these documents and service plans, the residents are unaware about the services and control areas, and it may lead to inconvenience.”

According to sources, the department’s order comes in the wake of the Chintels Paradiso collapse incident, where the RWA and residents did not have structural drawings or the building plan. When a DTCP team visited the spot and sought documents from the RWA and the estate officer, none could produce the same.

At the Urban Development Conclave in Gurgaon in February this year, chief minister Manohar Lal Khattar said that his government would soon bring in a policy to ensure smooth handover of a real estate project to its RWA by the developer.

“At present, there is no clarity on the status of work to be done, funds transfer and other issues at the time of the handover. The new policy will have a checklist for better coordination between both parties and a hassle-free transfer,” he had said.
