News: Architects flouting norms in Haryana? DTCP to check OCs granted after Aug 1-31-08-2023

The department of town and country planning (DTCP) has ordered for checking of buildings which have been issued occupation certificates (OCs) by architects after August 1 after receiving complaints about them violating norms.

Under the self-certification policy issued in November last year, the architects were empowered to issue occupation certificates (OC) following which they had to submit the file at the office of district town planner. The department has however received complaints that many architects have not followed the due process and did not submit the file to DTP office.

“Between August 1 and August 10, a total of 48 files were submitted by the architects for OC in the DTP office, out of which 39 buildings were found to be fit for OC. List of these 39 properties has been sent to tehsildars of Gurgaon, Sohna, Wazirabad, Manesar, Pataudi, Farrukhnagar, Kadipur, Harsaru for registration. Out of 48, seven buildings were not in accordance with Haryana building code for which show cause notices had been issued to the concerned architect. For the remaining two buildings, the concerned architects have been directed to rectify the deficiencies,” said district town planner (planning) Rajesh Kaushik.

As per the order issued by senior town planner (STP) Renuka Singh, tehsildars will now register properties on the basis of a list shared by DTP. “The move is aimed at checking the violations in OC issuing process by the architects,” Kaushik added.

Under new guidelines, the DTP office has stopped sanctioning OCs for files submitted by architects. The department will first examine the files received after every 10 days and get the buildings checked as per the provisions of OC. If the buildings are found fit, the list of such buildings will be sent to tehsildars for executing registration of sale deeds and in case violations are detected in the building, concerned architects will be issued show cause notices and put registration on hold.

He further said tehsildars have been requested that until the names of properties appear in the list, registration of independent floors of any building should not be executed. “We had also sought the list of registration of floors done in the licenced colony since November 16, 2022, but no record has been received from the tehsil offices, after which a meeting was held under the chairmanship of STP Renuka Singh to solve the problem and new guidelines were issued,” Kaushik said.
