Gurgaon: 61 NPR oustees given plot allotment letters

The Haryana Urban Development Authority (Huda) handed over allotment letters to 61 oustees of the Northern Peripheral Road (NPR) on Monday, paving way to resolve the eight-year-long dispute holding the project in litigation.
The oustees said they were relieved. “I am very happy. I have no words to explain my feeling. I had lost hope thinking litigation upon litigation would delay the allotment indefinitely. But now, our issue has been resolved,” Sanjiv Ganju, an oustee, said.
As many as 225 more oustees have to be rehabilitated by the Huda, an authority official said.
Huda administrator Yashpal Yadav said, “I am trying to bring relief to all oustees who deserve alternative plots. The oustees to whom we have given allotment letters are registry holders and have built houses on plots. They had been waiting for this day for the last seven years or more. Now they are happy. They have been given alternative plots in Sector 110 A, New Palam Vihar.”
The rehabilitation dispute has been in litigation since 2009-10 when NPR oustees moved the Punjab and Haryana high court against Huda on the grounds that all 567 oustees of registry and general power of attorney (GPA) holders should get alternative plots since their plots were acquired for NPR construction.
“We have to give alternative plots to 225 oustees of registry holders. The GPA matter is pending in the court. We have to wait for court direction,” Yadav said.
The 61 oustees have to build houses on new plots within six months of physical possession of plots. The Huda will handover possession in a day or two, an official said.
“In the meantime, we will start working on providing sewer, water, roads and other basic infrastructure, and we hope to complete these by May or June. While Huda is undertaking these projects, the oustees can start construction.”
A group of NPR oustees had met the estate officer of the Huda on Thursday saying they will not consider moving to the alternative plots at Sector 37 C and Sector 110 A till they are provided basic infrastructure such as sewer, water, roads, and other facilities.
Some oustees, however, said that the Huda did not inform them about the allotment in advance.
Kiran Kandpal, an eligible oustee, said, “I spoke to the Huda administrator and said oustees should have been given information a day in advance at least. I got information in this regard through a tweet by the administrator.”
